Winnipeg reports fewer encampments amid enforcement, but advocates say numbers don’t tell whole story

The City of Winnipeg says the number of known homeless encampments has fallen since it began enforcing its restrictions on where people can stay.

A report presented to the community services committee on July 9 shows outreach workers with Main Street Project identified 62 encampments across Winnipeg as of May 30. That’s down from last fall, when the city estimated there were as many as 100 encampments, with up to 700 people.

In the latest report, outreach workers identified 128 people living in those encampments, with Point Douglas accounting for the largest share — 19 encampments and 63 residents.
