Thunder Bay, Ont., social housing manager launches new system to track homelessness

A new information system, the Homeless Service System Data Tool (HSSDT), has been launched in Thunder Bay, Ontario, to help social service organizations better track individuals experiencing homelessness and the resources they use. Led by the Thunder Bay District Social Services Administration Board (TBDSSAB), the system consolidates data from multiple service providers with clients’ consent. It allows staff to view a comprehensive profile of each individual, including information on their service history, case management, and shelter availability. This streamlined approach eliminates the need for clients to repeatedly provide their story to different service providers.

The HSSDT aims to provide real-time, accurate data, improving both the macro and micro understanding of homelessness in the area. It is expected to help meet provincial reporting requirements for Ontario’s Homelessness Prevention Program and ensure continued funding. The system has already captured over 1,000 individuals interacting with homelessness services in the past six months, while a point-in-time count reported about 550 homeless people.

The tool was custom-built with input from TBDSSAB and local shelter staff, aiming to simplify data collection while enhancing its usefulness for client care and decision-making. The long-term goal is to extend the system across the entire service sector, improving care coordination and data reliability.
