A Northern PATH: Whitehorse Pilot Site

Rooted in storytrust, and relationship, the PATH Process is a community-driven way to better support our people, especially those navigating housing challenges.

The PATH Process is currently being piloted in four locations across Canada.
Whitehorse is the Northern pilot site, and walking this path on the traditional territories of the Kwanlin Dün First Nation and the Ta’an Kwäch’än Council.

While PATH is a national, Indigenous-led framework, each community brings it to life in its own way. In Whitehorse, the PATH Process is guided by local knowledge through the PATH Working Group, led by Safe At Home Yukon (SAHY) and supported by Whitehorse Aboriginal Women’s Circle (WAWC).

Safe at Home Yukon is the Yukon administrator for HIFIS and coordinator for the By-Name List for Whitehorse’s Coordinated Access system. This system streamlines access to housing and support services so people don’t have to tell their story multiple times. The Yukon Anti-Poverty Coalition (YAPC) is the Community Entity (Territorial Stream) for Reaching Home: Canada’s Homelessness Strategy, administering Reaching Home Funding in the Yukon. Both SAHY & YAPC work in collaboration with the Community Advisory Board (CAB), a group of local representatives that sets priorities and coordinates efforts to address homelessness.

This pilot is about more than testing a new tool. It is about reclaiming how we listen, support, and walk alongside one another in ways that reflect our people, our stories, our strengths, and our communities.

Mainstream tools (e.g., VI-SPDAT) often ask the wrong questions in ways that feel disconnected from real housing needs.

The PATH Process was co-created by Indigenous communities coast-to-coast-to-coast, alongside the National Indigenous Homelessness Council, in response to a national call for change. Through the PATH Process, we:

  • Honour stories and strengths
  • Build relationships, not reports
  • Make housing decisions with heart, not just data
